Governor Malombe (C) presents a certificate to a newly trained contractor  Governor Malombe rolls out an empowerment programme as new contractors graduate Our Reporter   IN one of the top fit empowerment programmes meant to create opportunities for Kitui youth and women while cushioning them from the biting poverty levels in the country, a total 4000 contractors trained by Kitui County Government in partnership with National Construction Authority (NCA) graduated today, (Friday 8th Nov).
